Who Organizes the Work of the Deacons?

Who Organizes the Work of the Deacons?
Sometimes the work of the deacons inside or outside the sanctuary—during the Liturgy—becomes confused or comes to a halt because there is no one to organize their work:
Who, for example, takes care of the censer, checks it, and presents it to the priest?
Who takes care of the candles during the reading of the Gospel?
Who takes care of the water pitcher and the towel during the washing of the hands?
Who takes care of looking after the young children during Communion?
Who takes care of distributing the responses?
Who takes care of the holy vessels and the coverings?
Who takes care of order inside and outside the sanctuary?
What happens is either that no one takes care of a responsibility, or there is competition over a particular responsibility! Because there is no one to organize the responsibilities.
