Promotion on the Basis of Merit
It is assumed that every clerical promotion should be based on a strong foundation of worthiness.
A priest is first ordained as a dedicated deacon.
After this deacon spends a period in service, during which he proves his competence and becomes the object of everyone’s approval, he is recommended for ordination as a priest.
Likewise, a priest should not be promoted to the rank of Hegumen unless he has proven his success in shepherding the people. The people recommend him for this promotion, as everyone bears witness that he is worthy.
As for promotion based merely on turn and seniority, it satisfies no one’s conscience and has no pastoral foundation.
