Practical Suggestions
Everyone has the right to offer whatever suggestions they wish for the advancement of public work, and this is indeed their right.
What is important, however, is that these suggestions be practical and capable of implementation.
One should not demand from those in charge things that are difficult to accomplish, hindered by obstacles that cannot easily be overcome, or that require a considerable period of time to be carried out.
Public work is supported by experience.
A person who has experience is able to present practical suggestions. And if he has a major goal that he wishes to achieve, he explains the means that can lead to it.
Dialogue is beneficial in this regard.
The exchange of experiences is beneficial as well.
