  • The bishop is the true “shepherd,” but pastoral care involves priests, deacons, church workers, volunteer groups and independent charities.

  • Pastoral fields include Sunday schools, social service centers, migrant homes, nurseries, elderly homes, specialized associations (blind, deaf), visitation teams, health and educational programs.

  • Emphasises coordination and cooperation between the Church (bishops/priests) and outside/voluntary agencies to avoid competition or fragmentation.

  • Leadership is responsibility, not domination: pastors must consult, respect existing experience, form joint committees and plan collectively.

  • Decisions must consider likely reactions and practical implications; effective pastoral work requires mutual understanding, not unilateral orders.

  • Practical recommendation: regular meetings, joint committees (clergy + charities), and local coordination to unify efforts and use each party’s expertise.
